“十四(si)五(wu)”时期(qi)是(shi)我国(guo)(guo)(guo)(guo)全(quan)面建(jian)(jian)成小康(kang)社(she)(she)会(hui)、实现第一个(ge)(ge)百年奋斗目(mu)(mu)标(biao)(biao)之后,乘(cheng)势而上开启全(quan)面建(jian)(jian)设社(she)(she)会(hui)主义现代化(hua)国(guo)(guo)(guo)(guo)家新征程(cheng)、向(xiang)第二个(ge)(ge)百年奋斗目(mu)(mu)标(biao)(biao)进军(jun)的第一个(ge)(ge)五(wu)年。中国(guo)(guo)(guo)(guo)共产党第十九届中央委员会(hui)第五(wu)次(ci)全(quan)体会(hui)议(yi)深入(ru)分(fen)析国(guo)(guo)(guo)(guo)际国(guo)(guo)(guo)(guo)内形势,就制定国(guo)(guo)(guo)(guo)民经济和社(she)(she)会(hui)发展“十四(si)五(wu)”规划(hua)和二〇三五(wu)年远景目(mu)(mu)标(biao)(biao)提出以下(xia)建(jian)(jian)议(yi)。

一、全面建成(cheng)小康社会,开启全面建设社会主义现代化(hua)国家新征程

1.决胜全(quan)面(mian)(mian)建成(cheng)小(xiao)康社(she)会(hui)(hui)取得(de)决定(ding)性成(cheng)就。“十(shi)三(san)五”时期是全(quan)面(mian)(mian)建成(cheng)小(xiao)康社(she)会(hui)(hui)决胜阶段。面(mian)(mian)对错综复杂(za)的(de)(de)(de)国(guo)(guo)际形(xing)势(shi)、艰(jian)巨(ju)繁重(zhong)(zhong)(zhong)(zhong)的(de)(de)(de)国(guo)(guo)内改革发展稳定(ding)任务特别是新(xin)冠肺炎疫情严(yan)重(zhong)(zhong)(zhong)(zhong)冲击,以习近平(ping)同志为(wei)(wei)核心(xin)的(de)(de)(de)党(dang)中央不忘初心(xin)、牢(lao)记(ji)使(shi)命(ming),团结带领全(quan)党(dang)全(quan)国(guo)(guo)各(ge)(ge)族人(ren)(ren)(ren)民(min)砥(di)砺前行(xing)(xing)、开拓创新(xin),奋发有(you)为(wei)(wei)推进党(dang)和(he)(he)国(guo)(guo)家(jia)各(ge)(ge)项(xiang)事业。全(quan)面(mian)(mian)深化改革取得(de)重(zhong)(zhong)(zhong)(zhong)大(da)(da)突破(po)(po),全(quan)面(mian)(mian)依法治国(guo)(guo)取得(de)重(zhong)(zhong)(zhong)(zhong)大(da)(da)进展,全(quan)面(mian)(mian)从严(yan)治党(dang)取得(de)重(zhong)(zhong)(zhong)(zhong)大(da)(da)成(cheng)果(guo),国(guo)(guo)家(jia)治理体(ti)(ti)系(xi)和(he)(he)治理能力(li)(li)现(xian)代化加快推进,中国(guo)(guo)共产(chan)党(dang)领导和(he)(he)我国(guo)(guo)社(she)会(hui)(hui)主(zhu)(zhu)义制度优(you)势(shi)进一步彰显;经济(ji)实(shi)(shi)力(li)(li)、科技实(shi)(shi)力(li)(li)、综合国(guo)(guo)力(li)(li)跃上(shang)新(xin)的(de)(de)(de)大(da)(da)台阶,经济(ji)运行(xing)(xing)总(zong)体(ti)(ti)平(ping)稳,经济(ji)结构持续优(you)化,预计二(er)(er)〇二(er)(er)〇年(nian)国(guo)(guo)内生产(chan)总(zong)值突破(po)(po)一百(bai)万亿元;脱贫攻坚成(cheng)果(guo)举世瞩目,五千(qian)五百(bai)七十(shi)五万农村贫困人(ren)(ren)(ren)口(kou)实(shi)(shi)现(xian)脱贫;粮食年(nian)产(chan)量连续五年(nian)稳定(ding)在一万三(san)千(qian)亿斤(jin)以上(shang);污染防(fang)治力(li)(li)度加大(da)(da),生态环(huan)境明(ming)显改善;对外开放(fang)持续扩大(da)(da),共建“一带一路”成(cheng)果(guo)丰硕;人(ren)(ren)(ren)民(min)生活(huo)水平(ping)显著(zhu)提高(gao),高(gao)等(deng)教育进入普及(ji)化阶段,城(cheng)镇新(xin)增(zeng)就业超(chao)(chao)过(guo)六千(qian)万人(ren)(ren)(ren),建成(cheng)世界上(shang)规模最大(da)(da)的(de)(de)(de)社(she)会(hui)(hui)保(bao)(bao)障体(ti)(ti)系(xi),基(ji)本(ben)医(yi)疗保(bao)(bao)险(xian)覆(fu)盖(gai)超(chao)(chao)过(guo)十(shi)三(san)亿人(ren)(ren)(ren),基(ji)本(ben)养老(lao)保(bao)(bao)险(xian)覆(fu)盖(gai)近十(shi)亿人(ren)(ren)(ren),新(xin)冠肺炎疫情防(fang)控(kong)取得(de)重(zhong)(zhong)(zhong)(zhong)大(da)(da)战略成(cheng)果(guo);文(wen)(wen)化事业和(he)(he)文(wen)(wen)化产(chan)业繁荣发展;国(guo)(guo)防(fang)和(he)(he)军(jun)队(dui)建设水平(ping)大(da)(da)幅提升(sheng),军(jun)队(dui)组(zu)织(zhi)形(xing)态实(shi)(shi)现(xian)重(zhong)(zhong)(zhong)(zhong)大(da)(da)变革;国(guo)(guo)家(jia)安全(quan)全(quan)面(mian)(mian)加强,社(she)会(hui)(hui)保(bao)(bao)持和(he)(he)谐(xie)稳定(ding)。“十(shi)三(san)五”规划目标任务即将完成(cheng),全(quan)面(mian)(mian)建成(cheng)小(xiao)康社(she)会(hui)(hui)胜利(li)在望,中华民(min)族伟大(da)(da)复兴向前迈出了新(xin)的(de)(de)(de)一大(da)(da)步,社(she)会(hui)(hui)主(zhu)(zhu)义中国(guo)(guo)以更加雄伟的(de)(de)(de)身姿屹(yi)立于世界东(dong)方。全(quan)党(dang)全(quan)国(guo)(guo)各(ge)(ge)族人(ren)(ren)(ren)民(min)要再接再厉、一鼓作气,确(que)保(bao)(bao)如期打赢脱贫攻坚战,确(que)保(bao)(bao)如期全(quan)面(mian)(mian)建成(cheng)小(xiao)康社(she)会(hui)(hui)、实(shi)(shi)现(xian)第(di)一个百(bai)年(nian)奋斗目标,为(wei)(wei)开启全(quan)面(mian)(mian)建设社(she)会(hui)(hui)主(zhu)(zhu)义现(xian)代化国(guo)(guo)家(jia)新(xin)征(zheng)程奠定(ding)坚实(shi)(shi)基(ji)础。

2.我(wo)国(guo)(guo)发(fa)展(zhan)(zhan)(zhan)环(huan)境(jing)(jing)面(mian)临深刻复杂变(bian)(bian)化(hua)。当前和(he)(he)(he)(he)(he)今(jin)后一个时期(qi)(qi),我(wo)国(guo)(guo)发(fa)展(zhan)(zhan)(zhan)仍(reng)然(ran)处于重(zhong)要(yao)(yao)战略(lve)机(ji)遇期(qi)(qi),但机(ji)遇和(he)(he)(he)(he)(he)挑战都有(you)新(xin)(xin)(xin)(xin)的发(fa)展(zhan)(zhan)(zhan)变(bian)(bian)化(hua)。当今(jin)世(shi)(shi)界(jie)正经历(li)百年(nian)未有(you)之大(da)(da)变(bian)(bian)局(ju),新(xin)(xin)(xin)(xin)一轮科技革(ge)命和(he)(he)(he)(he)(he)产(chan)业变(bian)(bian)革(ge)深入(ru)(ru)(ru)发(fa)展(zhan)(zhan)(zhan),国(guo)(guo)际力量对比深刻调整(zheng),和(he)(he)(he)(he)(he)平(ping)(ping)与发(fa)展(zhan)(zhan)(zhan)仍(reng)然(ran)是时代主(zhu)(zhu)题,人(ren)(ren)类命运(yun)共同(tong)体理(li)念深入(ru)(ru)(ru)人(ren)(ren)心,同(tong)时国(guo)(guo)际环(huan)境(jing)(jing)日趋复杂,不(bu)(bu)稳(wen)定(ding)性不(bu)(bu)确定(ding)性明显增加,新(xin)(xin)(xin)(xin)冠(guan)肺(fei)炎疫情(qing)(qing)影响广(guang)泛(fan)深远,经济全球化(hua)遭遇逆流(liu),世(shi)(shi)界(jie)进(jin)入(ru)(ru)(ru)动荡变(bian)(bian)革(ge)期(qi)(qi),单(dan)边主(zhu)(zhu)义(yi)(yi)、保(bao)护主(zhu)(zhu)义(yi)(yi)、霸权主(zhu)(zhu)义(yi)(yi)对世(shi)(shi)界(jie)和(he)(he)(he)(he)(he)平(ping)(ping)与发(fa)展(zhan)(zhan)(zhan)构成(cheng)威胁。我(wo)国(guo)(guo)已转向(xiang)高质(zhi)(zhi)量发(fa)展(zhan)(zhan)(zhan)阶段,制度(du)优(you)势(shi)显著(zhu),治理(li)效(xiao)能提升,经济长期(qi)(qi)向(xiang)好,物质(zhi)(zhi)基础雄(xiong)厚,人(ren)(ren)力资源(yuan)丰富(fu),市场空间广(guang)阔(kuo),发(fa)展(zhan)(zhan)(zhan)韧(ren)性强劲,社(she)会(hui)大(da)(da)局(ju)稳(wen)定(ding),继续发(fa)展(zhan)(zhan)(zhan)具有(you)多方面(mian)优(you)势(shi)和(he)(he)(he)(he)(he)条件,同(tong)时我(wo)国(guo)(guo)发(fa)展(zhan)(zhan)(zhan)不(bu)(bu)平(ping)(ping)衡不(bu)(bu)充分问题仍(reng)然(ran)突出,重(zhong)点领域关键环(huan)节改革(ge)任(ren)务仍(reng)然(ran)艰巨,创(chuang)新(xin)(xin)(xin)(xin)能力不(bu)(bu)适应(ying)高质(zhi)(zhi)量发(fa)展(zhan)(zhan)(zhan)要(yao)(yao)求,农(nong)业基础还不(bu)(bu)稳(wen)固,城乡区域发(fa)展(zhan)(zhan)(zhan)和(he)(he)(he)(he)(he)收入(ru)(ru)(ru)分配差距较大(da)(da),生态环(huan)保(bao)任(ren)重(zhong)道远,民生保(bao)障(zhang)存(cun)在(zai)短板,社(she)会(hui)治理(li)还有(you)弱(ruo)项。全党要(yao)(yao)统筹(chou)中(zhong)华民族伟大(da)(da)复兴(xing)战略(lve)全局(ju)和(he)(he)(he)(he)(he)世(shi)(shi)界(jie)百年(nian)未有(you)之大(da)(da)变(bian)(bian)局(ju),深刻认识我(wo)国(guo)(guo)社(she)会(hui)主(zhu)(zhu)要(yao)(yao)矛盾变(bian)(bian)化(hua)带来的新(xin)(xin)(xin)(xin)特征新(xin)(xin)(xin)(xin)要(yao)(yao)求,深刻认识错综复杂的国(guo)(guo)际环(huan)境(jing)(jing)带来的新(xin)(xin)(xin)(xin)矛盾新(xin)(xin)(xin)(xin)挑战,增强机(ji)遇意识和(he)(he)(he)(he)(he)风险(xian)意识,立(li)足(zu)社(she)会(hui)主(zhu)(zhu)义(yi)(yi)初级阶段基本国(guo)(guo)情(qing)(qing),保(bao)持战略(lve)定(ding)力,办(ban)好自(zi)己的事(shi),认识和(he)(he)(he)(he)(he)把握发(fa)展(zhan)(zhan)(zhan)规(gui)律,发(fa)扬(yang)斗争精神,树立(li)底线思维,准确识变(bian)(bian)、科学应(ying)变(bian)(bian)、主(zhu)(zhu)动求变(bian)(bian),善(shan)于在(zai)危(wei)机(ji)中(zhong)育先机(ji)、于变(bian)(bian)局(ju)中(zhong)开新(xin)(xin)(xin)(xin)局(ju),抓住(zhu)机(ji)遇,应(ying)对挑战,趋利避害,奋勇前进(jin)。

3.到(dao)(dao)二〇三五(wu)(wu)年基(ji)本(ben)实(shi)(shi)(shi)(shi)(shi)现(xian)社会(hui)主(zhu)义(yi)(yi)现(xian)代(dai)化(hua)(hua)远景(jing)目(mu)标(biao)。党的(de)十九大对实(shi)(shi)(shi)(shi)(shi)现(xian)第二个百年奋斗(dou)目(mu)标(biao)作出(chu)分两(liang)个阶段推(tui)进(jin)的(de)战略安(an)排(pai),即(ji)到(dao)(dao)二〇三五(wu)(wu)年基(ji)本(ben)实(shi)(shi)(shi)(shi)(shi)现(xian)社会(hui)主(zhu)义(yi)(yi)现(xian)代(dai)化(hua)(hua),到(dao)(dao)本(ben)世纪中(zhong)(zhong)(zhong)(zhong)叶把我国(guo)(guo)(guo)(guo)(guo)建(jian)(jian)(jian)(jian)成富强(qiang)(qiang)民(min)主(zhu)文(wen)明和(he)(he)(he)谐美丽(li)的(de)社会(hui)主(zhu)义(yi)(yi)现(xian)代(dai)化(hua)(hua)强(qiang)(qiang)国(guo)(guo)(guo)(guo)(guo)。展(zhan)望二〇三五(wu)(wu)年,我国(guo)(guo)(guo)(guo)(guo)经(jing)(jing)济(ji)实(shi)(shi)(shi)(shi)(shi)力(li)、科(ke)技实(shi)(shi)(shi)(shi)(shi)力(li)、综合国(guo)(guo)(guo)(guo)(guo)力(li)将大幅跃升,经(jing)(jing)济(ji)总量和(he)(he)(he)城(cheng)乡居(ju)(ju)民(min)人(ren)均(jun)(jun)收(shou)入将再迈上(shang)新(xin)的(de)大台阶,关键核心(xin)技术(shu)实(shi)(shi)(shi)(shi)(shi)现(xian)重大突破,进(jin)入创新(xin)型(xing)国(guo)(guo)(guo)(guo)(guo)家(jia)前列;基(ji)本(ben)实(shi)(shi)(shi)(shi)(shi)现(xian)新(xin)型(xing)工业(ye)化(hua)(hua)、信(xin)息化(hua)(hua)、城(cheng)镇化(hua)(hua)、农业(ye)现(xian)代(dai)化(hua)(hua),建(jian)(jian)(jian)(jian)成现(xian)代(dai)化(hua)(hua)经(jing)(jing)济(ji)体(ti)(ti)(ti)系;基(ji)本(ben)实(shi)(shi)(shi)(shi)(shi)现(xian)国(guo)(guo)(guo)(guo)(guo)家(jia)治理(li)体(ti)(ti)(ti)系和(he)(he)(he)治理(li)能力(li)现(xian)代(dai)化(hua)(hua),人(ren)民(min)平(ping)等(deng)参与(yu)、平(ping)等(deng)发展(zhan)权(quan)利得到(dao)(dao)充分保障,基(ji)本(ben)建(jian)(jian)(jian)(jian)成法治国(guo)(guo)(guo)(guo)(guo)家(jia)、法治政府、法治社会(hui);建(jian)(jian)(jian)(jian)成文(wen)化(hua)(hua)强(qiang)(qiang)国(guo)(guo)(guo)(guo)(guo)、教育强(qiang)(qiang)国(guo)(guo)(guo)(guo)(guo)、人(ren)才强(qiang)(qiang)国(guo)(guo)(guo)(guo)(guo)、体(ti)(ti)(ti)育强(qiang)(qiang)国(guo)(guo)(guo)(guo)(guo)、健康中(zhong)(zhong)(zhong)(zhong)国(guo)(guo)(guo)(guo)(guo),国(guo)(guo)(guo)(guo)(guo)民(min)素质和(he)(he)(he)社会(hui)文(wen)明程度达(da)到(dao)(dao)新(xin)高度,国(guo)(guo)(guo)(guo)(guo)家(jia)文(wen)化(hua)(hua)软实(shi)(shi)(shi)(shi)(shi)力(li)显(xian)(xian)著(zhu)增强(qiang)(qiang);广泛形成绿(lv)色(se)生(sheng)产(chan)(chan)生(sheng)活(huo)方式,碳(tan)排(pai)放(fang)(fang)达(da)峰后稳(wen)中(zhong)(zhong)(zhong)(zhong)有降,生(sheng)态(tai)环(huan)境根本(ben)好转(zhuan),美丽(li)中(zhong)(zhong)(zhong)(zhong)国(guo)(guo)(guo)(guo)(guo)建(jian)(jian)(jian)(jian)设目(mu)标(biao)基(ji)本(ben)实(shi)(shi)(shi)(shi)(shi)现(xian);形成对外开(kai)放(fang)(fang)新(xin)格局,参与(yu)国(guo)(guo)(guo)(guo)(guo)际经(jing)(jing)济(ji)合作和(he)(he)(he)竞争新(xin)优势(shi)明显(xian)(xian)增强(qiang)(qiang);人(ren)均(jun)(jun)国(guo)(guo)(guo)(guo)(guo)内生(sheng)产(chan)(chan)总值达(da)到(dao)(dao)中(zhong)(zhong)(zhong)(zhong)等(deng)发达(da)国(guo)(guo)(guo)(guo)(guo)家(jia)水(shui)平(ping),中(zhong)(zhong)(zhong)(zhong)等(deng)收(shou)入群体(ti)(ti)(ti)显(xian)(xian)著(zhu)扩大,基(ji)本(ben)公共(gong)服(fu)务实(shi)(shi)(shi)(shi)(shi)现(xian)均(jun)(jun)等(deng)化(hua)(hua),城(cheng)乡区域(yu)发展(zhan)差距(ju)和(he)(he)(he)居(ju)(ju)民(min)生(sheng)活(huo)水(shui)平(ping)差距(ju)显(xian)(xian)著(zhu)缩小;平(ping)安(an)中(zhong)(zhong)(zhong)(zhong)国(guo)(guo)(guo)(guo)(guo)建(jian)(jian)(jian)(jian)设达(da)到(dao)(dao)更高水(shui)平(ping),基(ji)本(ben)实(shi)(shi)(shi)(shi)(shi)现(xian)国(guo)(guo)(guo)(guo)(guo)防和(he)(he)(he)军(jun)队现(xian)代(dai)化(hua)(hua);人(ren)民(min)生(sheng)活(huo)更加(jia)美好,人(ren)的(de)全面发展(zhan)、全体(ti)(ti)(ti)人(ren)民(min)共(gong)同富裕取(qu)得更为(wei)明显(xian)(xian)的(de)实(shi)(shi)(shi)(shi)(shi)质性进(jin)展(zhan)。

二、“十四五(wu)”时期经济社会发展指导方针和主要(yao)目标

5.“十四(si)五”时期经(jing)济社会发展必须(xu)遵(zun)循的原则。

26.实(shi)施(shi)乡(xiang)村(cun)(cun)建设(she)行动。把(ba)乡(xiang)村(cun)(cun)建设(she)摆在社会(hui)主义(yi)现代化(hua)建设(she)的重要位置。强化(hua)县(xian)城(cheng)综合服务能力,把(ba)乡(xiang)镇建成服务农(nong)(nong)民的区域中(zhong)心。统筹县(xian)域城(cheng)镇和(he)村(cun)(cun)庄规划建设(she),保护(hu)传(chuan)统村(cun)(cun)落和(he)乡(xiang)村(cun)(cun)风貌。完善乡(xiang)村(cun)(cun)水、电(dian)、路、气、通信、广播电(dian)视、物流等基础(chu)设(she)施(shi),提升(sheng)农(nong)(nong)房建设(she)质(zhi)量。因地制(zhi)宜推(tui)进农(nong)(nong)村(cun)(cun)改厕、生活垃圾处(chu)理(li)和(he)污水治(zhi)(zhi)理(li),实(shi)施(shi)河湖水系综合整治(zhi)(zhi),改善农(nong)(nong)村(cun)(cun)人(ren)居环境(jing)。提高农(nong)(nong)民科技文(wen)化(hua)素质(zhi),推(tui)动乡(xiang)村(cun)(cun)人(ren)才振兴。

28.实现巩固拓(tuo)展(zhan)脱贫(pin)(pin)攻坚成果同乡村(cun)振兴有效衔接。建(jian)立(li)农村(cun)低(di)收(shou)入人口(kou)和(he)欠发达地(di)(di)(di)区帮(bang)扶(fu)机制,保(bao)持(chi)财政投(tou)入力(li)度(du)总体稳(wen)定(ding),接续推进脱贫(pin)(pin)地(di)(di)(di)区发展(zhan)。健全防(fang)止返贫(pin)(pin)监测(ce)和(he)帮(bang)扶(fu)机制,做好易地(di)(di)(di)扶(fu)贫(pin)(pin)搬迁(qian)后续帮(bang)扶(fu)工作(zuo),加强扶(fu)贫(pin)(pin)项目资(zi)金资(zi)产管理和(he)监督,推动(dong)特色产业可(ke)持(chi)续发展(zhan)。健全农村(cun)社(she)会保(bao)障(zhang)和(he)救助制度(du)。在西(xi)部(bu)地(di)(di)(di)区脱贫(pin)(pin)县(xian)中集中支持(chi)一批乡村(cun)振兴重点帮(bang)扶(fu)县(xian),增强其巩固脱贫(pin)(pin)成果及(ji)内(nei)生(sheng)发展(zhan)能(neng)力(li)。坚持(chi)和(he)完善东西(xi)部(bu)协作(zuo)和(he)对口(kou)支援、社(she)会力(li)量参与帮(bang)扶(fu)等机制。

八、优化国(guo)土空(kong)间布局(ju),推(tui)进区(qu)域(yu)协调(diao)发展和(he)新型城镇化

坚(jian)持实施区域重大(da)战略(lve)、区域协(xie)调(diao)发展战略(lve)、主体功能区战略(lve),健(jian)全区域协(xie)调(diao)发展体制机制,完善新型城(cheng)镇化(hua)战略(lve),构建高质量发展的国土(tu)空间布局和支(zhi)撑体系。
